Mandate

The General Manager, Corporate Services (GM) works as a member of the Executive Management Team under the City Values of Team Service Respect Leadership and provides direction, service, and support to all departments within the City of Leduc relating to Information Technology, Communications & Marketing and Human Resources.


The GM leads the implementation of strategic plans at the division level to ensure Council's goals are met. The GM leads the division and ensures that all departments and business units within Corporate Services are working in collaboration with departments/units across the City to develop and implement programs, services, policies and procedures that will support the long-term sustainability of the City and its' strategic goals.


Key Accountabilities

Strategic Management:

·         Participate in and support the development of the vision and strategic plans for the corporation and translate this direction into division level strategies required to achieve Council's vision and priorities.

·         Collaborate with the City Manager and other members of the Executive Team to establish organizational strategy and business planning: formulate objectives and performance goals; participate in the development of short, medium, and long-term plans and programs as a strategic partner and advisor.

·         Contribute to the effective functioning of the Executive Team by supporting corporate initiatives, providing the executive and Council with thorough written reports to assist with corporate decisions, participating in relevant discussions and modeling of corporate values.

·         Ensure growth and/or improvements of the core business is consistent with the corporate strategic direction.

·         Sponsor and/or lead corporate-wide initiatives and projects such as corporate-wide change management, restorative projects, and Diversity & Inclusion.

·         Assume responsibilities and authorities of the City Manager or other General Managers as required.


Oversight of Performance/Financial Stewardship:

Cultivate an inspiring environment that ignites innovation and drives continuous advancement throughout the organization.

·         With a budget oversight of approximately $10 million, ensure the prudent and effective use of financial resources in the conceptualization and delivery of the division's services.

·         Enhance and/or develop, implement, and enforce policies and procedures for the organization by way of systems that will improve the overall operation and effectiveness.

·         Ensure the efficiency of division operations with comprehensive, accurate, consistent, and transparent reporting alongside clear performance metrics and management.

·         Review and approve division reports, briefings and responses to Council and Executive.

·         Monitor and manage department operational risks and devise robust strategies for their mitigation.


Relationship Management:

·         Promote, develop, build, encourage, and maintain positive working relationships within the division and across the corporation, including building strong cross-division working relationships to provide and receive stakeholder input.

·         Collaborate with internal and external business partners to ensure divisional services are exceeding expectations.

·         Represent the City and build relationships with other municipalities, organizations, and industry experts for the purposes of research, collection of data, collaboration on projects, and identification of leading-edge information and best practices.

·         Oversee the ongoing implementation of the Public Engagement Framework, ensuring residents receive information and are provided with opportunities for feedback.

·         Represent the City and participate on external provincial and governmental committees, community boards and working groups.


Division Leadership: 

·         Lead the Division in a manner that is in alignment with corporate strategies, policies, and procedures.

·         Actively support and positively lead in fostering a strong and healthy corporate culture that is inclusive and welcoming to all.

·         Lead the development of service level standards, performance measures and benchmarking to achieve a consistently high level of quality in staff work, operational procedures, and service delivery.

·         Engage and support Directors in developing action plans to enhance communication between their departments and across the organization to holistically solve problems, promote integration, and support customer service excellence.

·         Ensure direct reports are empowered, have the competencies, and are well equipped to perform their roles.

·         Provide mentorship and support to ensure staff development and succession planning.

·         Monitor employee engagement and ensure business units are developing and implementing action plans as necessary.

Inspire and guide the creation and execution of visionary strategies that advance Information Technology, Communications & Marketing, and Human Resources, propelling the City into a new era of modernization.

·         Understand and adhere to the policies, principles and practices of OH&S legislation, and the City's requirements, as these obligations pertain to this role (as per the OH&S Employee Manual).


First Year Deliverables / Measures of Success

Success in the first year will be determined by the candidate’s ability to:

  • Build positive and collaborative relationships with key partners, including the Executive Management Team and City Council.
  • Effectively integrate into the City’s operations and absorb a high volume of organization specific knowledge.
  • Provides leadership to the Corporate Services team to make impact across the entire organization.
  • Be seen as a change leader with oversight of key projects to ensure continuous momentum and ultimately, successful completion.


Candidate Profile

The successful candidate will have the following:

Education: 

  • Bachelor’s degree in Business, Public Administration, Communications, Computer Science/Information Technology, Human Resources, or other related discipline is required.
  • A Master's degree in a related field is an asset.
  • Additional certification or coursework/training in one or more of the following areas is required: strategic planning, public administration, project management, change management.
  • Designation with the Society of Local Government Managers (CLGM designation) would be an asset.


Experience:

  • A minimum of 15 years of progressively responsible related experience of which at least 7 years at a senior level, preferably in municipal government or other public sector environment.
  • Experience with strategic business and long-range planning processes with an ability to focus on the strategic direction and long-term vision while balancing the need to address emerging needs.
  • Strategic leadership in fiscal and financial/budget management.


Competencies and Attributes:

  • Demonstrated leadership experience and skills in decision making, creative problem solving, leading change, and building confidence among peers, elected officials, stakeholders and community members.
  • Proven skills in leading and motivating teams with a track record of building and maintaining a healthy and positive workplace that enables staff to reach their potential while strengthening organizational capacity.
  • Proven political acumen and experience working with elected officials in a positive and mutually respectful environment.
  • Strong resident and/or client services focus.
  • Must be a strategic collaborator, strong facilitator and mediator of issues.
  • Excellent interpersonal skills, with an ability to effectively interact, communicate, influence, and collaborate with a variety of partners and stakeholders including senior management, staff at all levels, union representatives, City Council, and the community.
  • Exceptionally strong oral and written communication skills with experience developing/reviewing reports and briefings and presenting to senior officials.
  • Excellent negotiation, problem-solving and conflict-resolution skills.
